Quicken has a cloud sync feature if you would like to use the Quicken Mobile App or Quicken on the Web, but this is optional. Quicken will remain a desktop program and your data will continue to be stored on your computer. You may have questions before and after you purchase Quicken Subscription.
The 2015 version, and I assume the 2016 version, works just fine on Windows 10. Spend a few bucks and get a current version. Quicken 2008’s been unsupported for years.
